“Global problems require global solutions. Ideally, the United Nations would provide peace, security and justice for all peoples, but it lacks the power to achieve these aims. Meanwhile, democracies should unite and lead the way towards a better system of global governance. We call on governments of democratic nations to form a World Security Community. The Community would provide a strong security guarantee to its member-states. It would refrain from attacking other countries. It would support peacekeeping operations under UN leadership. All countries that choose to embrace democracy would be welcome to join the Community,  looking forward to a time when all countries have joined and all peoples live in peace, security, justice and freedom.”
